Various bug fixes for B6 (#4)

* Adding back bare minimum required dependencies for master to build after pandas blob cleanup.

* Compiled but wouldn't run. Had to change fody/costura versions, and fix a lidgren bug like we have in dev.

* Fixed NREs when players have deleted items in their inventories/bags/banks/etc

* Upon player sign in or bag open, remove any items or spells that have been deleted from the game.

* Changed stat buff % maximums to 1000 instead of 100

* Send trader by name instead of entity id, so just in case the entity isnt in the dictionary the trade window doesn't crash.

* Added options for TradeRange and PartyRange. Fixed Azis trade crashes. Only allow accepting trades and sending requests when in range.

* Fix for #141

* Fixed select character window not showing all paperdoll slots

* Probably fixed instances where projectiles could get stuck

* Fix onhits

* Fixed api admin actions on user ids not working

Fixed weird behavior where sometimes EF would try to save player variables before the players themselves.

Player variables would have null/empty player ids and therefore EF would fail to insert.

This isn't new but apparantly before EF errors would crash the server the next EF savechanges would succeed so this was never really a problem.

Removed alpine sqlite3 dll.

JC's hosting services will no longer require it.
Alpine Linux (to date) doesn't support Mono past 5.4ish (Latest is 6.8), so it doesn't make much sense to encourage using outdated systems.
